Additionally, the SC&RAHealthBenefit
planhas a goal of becoming its own
captive insurancemechanism–meaning,
eventually, SC&RA couldbe acting as its
own insurance company, free to return
unusedpremiums back to the employers
and set its own rules. Theprogramhas
takenBenovate andABR about three
years toput together, and in terms of
what it offers, Reier is not aware of
anything else like it, nationally. “Even if
amember company is self-insured, this
is something they should look at. This is
not a typical self-insuredmodel.”
ACA compliant
What Reier is proposing is the rare
instancewhere SC&RAmembers
can acquire amuchbetter healthcare
benefit at amuch lower cost. Part of that
potential cost savings lies in the carrier
arrangements. “We canworkwithin the
traditional carrier arrangement, but the
option that’smore compelling is ifwe
actually contract that employer directly to
thehospital.Within a traditional benefit
plan, typically 90percent of the costs are
going tobe incurredby thepeople that
are chronically ill.With the employer
using adirect contract that provides a
different cost structure, we’re able to get
near-immediate savings directlyback to
that employer.”
Another draw to this SC&RAprogram
is that itwill be turnkey compliantwith
theACA. “At the endof theday, with this
program, you’re compliant and youknow
what the costs are– you get tomake a
decisiononprice,”Reier emphasized. “It’s
going to save a lot of companies a lot of
money, andhopefully improvepeople’s
lives in theprocess.”

chance to improve the lives of those
drivers and riggers and their families?’”
In the third scenario, Johnson is
describing the “partially self-funded”
small groupmechanism, whereby the
liability that anyone employer has is
limited, butmembers are sharing that
risk across all themembers of SC&RA
who arewilling to takepart in the
program. “Bydoing that, we create a cost
structure thatwe’re estimating couldbe
substantially less thanwhat theywould
payon themarket,” Johnson added. Also
