Getting it
right
R
emember in2012when the luxury cruise liner
Costa
Concordia
waswreckedoff the coast of Italy?The
imageof the crippled ship restingon its side against a
rock ledgewas shownon televisionnews stations forweeks.Next
was thehuge taskof removing thewreck.
Fagioliwasbrought in to engineer the removal of the ship ina
project that involveda remarkable level of engineering, rigging
innovatonandguts. Thisprojectwasoneof six incredible jobs
thatwonSC&RA Jobof theYear trophies. Our Jobof theYear
special section startingonpage47 reviews thewinning jobs and
provides anoverviewof all the amazing jobs entered.
Folks inour industryarenot pleased that the federalmandate
for craneoperator certificationwill likelybedelayed threeyears
from theoriginal dateofNovember 2014. But theyalso realize
that thisdelay isnecessary inorder forOSHA to fix the rule to
betterdefine the role that certificationplays inassuringaqualified
craneoperator.National andkey regional associations and crane
industry leaders fromaround the countrywrote letters calling for
extending thedeadline so the rule canbe reopened, changedand
made right. Further testament to the fact that the ruleneeds tobe
changed is a letter signedby16membersof theoriginalCranes
andDerricksCommittee (C-DAC). The letter said “itwasnever
the intent ofC-DAC that craneoperator certification shouldbe
according to the capacityof the crane.”SeeourNCCCONews
columnonpage25 for abetterunderstandingofwhat’s ahead for
craneoperator certification.
Even though itwrappedup twomonths ago, people are still
talkingaboutConExpo, andour reviewonpage16, sumsup the
“mood”of the show. Thewordoptimismwasprevalent.
