f you are an equipment manufacturer, you would probably be
wishing for a different picture for global engine emission laws. As
I discuss in this month’s feature on wheeled loaders, the different
legislation in place around the world means manufacturers have to build
two or three separate ranges to serve their customers.
This used to be a softer issue in the days of Tier 3 and Stage IIIA and
earlier laws being in force in Europe, Japan and North America. As long
as fuel quality was reasonable these machines could be run anywhere in
the world. However, the exhaust aftertreatment required for the current
crop of legislation in these developed parts of the world means that
is not possible anymore. Without the use of ultra low sulphur diesel,
which is only generally available to construction equipment owners in
Europe, Japan and the US, these sensitive pieces of emissions control
technology will clog up with particulate matter, causing the engine to
overheat and break down.
So manufacturers have been forced to make a second range of machines
for countries where there are less stringent regulations in place, using the
equivalent of Tier 2 or Tier 3 engines. Some also produce a third range
for sale in countries where there are no emissions laws for this type of
equipment.
This may not be ideal for manufacturers, but I would argue
that it serves customers much better. As well as changing engines,
manufacturers are now building features into their machines that are
designed to meet the needs of local markets much better. Indeed, many
have gone as far as to produce machines for emerging markets that do
not have an equivalent in developed countries because a specific need
or requirement for a particular class of machine has been identified.
There is more on some of the new wheeled loaders that come under this
category in this months’ feature.
And there is good reason for this. As our latest video presentation on
global construction markets explains – see the Video Zone section of
– growth in construction output is much more robust in
emerging markets than it is in the developed world. This is a trend that
will continue for the foreseeable future, as emerging countries focus on
construction-heavy activities such as infrastructure development and
the building of affordable housing to drive growth and improve the
standard of living for their citizens.
Maybe 10 or 20 years ago global manufacturers didn’t get too
excited about emerging countries. Demand was small compared to the
developed world, many sales would have been of used equipment and
only a handful of customers would have been in the market for a new
machine. And that new machine could easily have been a variant on
what was being produced for Europe or North America.
But years of growth have seen these countries become more significant,
warranting the research and development of new machines. What’s
more, many manufacturers see them as the markets of the future, and a
lot of industry forecasters would agree.
